The Community Policy & Management Team oversees and administers state requirements of the Children’s Services Act which provides services to at-risk and troubled youth and their families. Appointments are required from specific human service agencies, the public school system, local private providers, and a parent/community representative.

The membership of CPMT, appointed by Gloucester Board of Supervisors, shall include representatives from the:
- Department of Behavioral Healthcare Services Executive Director or Designee
- Department of Social Services Director or Designee
- Juvenile Court Service Unit Director or Designee
- Public Schools Superintendent or Designee
- Health Department Director or Designee
- Board of Supervisors
- Parent Representative
- Private Provider or association of Private Providers, if located within the locality (Core)
The CPMT may include representatives of the following:
- County Administrator or Designee
- Community Engagement
- Representative of the Social Services Board
- Law Enforcement
- Other public agencies
